Transportation and Environmental Safety Section
The Transportation & Environmental Safety Section within the Louisiana State Police is comprised of four specialized units. These units are staffed by both commissioned and civilian personnel. There are two advisory groups which support the efforts of TESS: the Louisiana Emergency Response Commission and the Louisiana State Police Explosive Advisory Council. Each unit within TESS conducts enforcement activities which are supported by either administrative or criminal provisions within each set of regulations.
The hazardous materials HOT LINE 1-877-925-6595 is staffed by the Right-to-Know Unit and is the reporting point to the LSP for a chemical spill or emergency. Any transporter, manufacturer, storage facility, or anyone involving the handling of any regulated hazardous material must contact the LSP immediately to report any spillage or threat to public safety.

Towing and Recovery Unit
The Towing and Recovery Unit has the responsibility to educate, regulate, and license the commercial towing industry in Louisiana.

Weights and Standards
The Weights and Standards Unit was legislatively mandated by Act 297 in the 1997 Legislature to direct, coordinate, and control the activities of the Weights and Standards Mobile Police force.

Underground Utilities
In 1988, the Louisiana Damage Prevention Law became effective. This law requires excavators
and demolishers to call a regional notification center at least 48 hours before they begin
their work. It also requires owner/operators of underground facilities to mark locations or
supply information that will enable excavators and demolishers to locate underground utilities
and facilities. At the time the law passed, a non-profit notification program called DOTTIE
(Dial One Time To Inform Everyone) had already been at work protecting vital underground facilities
for more than a decade. Today that program is known as Louisiana One Call. Louisiana State
Police has the capability to enforce this law and issue civil penalties to anyone who does
not abide by this law.
